Dr. Walter Rosenbaum

Dr. Walter Rosenbaum conducts research and writes extensively about issues related to environmental policy, energy policy, and risk management associated with environmental and public health issues. He recently completed an assessment of the environmental impact of the National Flood Insurance Program as a consultant to the Federal Emergency Management Agency and, earlier, another commission by the Center for Public Policy and Philanthropy at the University of Southern California. He has also served as a consultant to the U.S. Department of Energy, the South Florida (Everglades) Ecosystem Restoration Project, and the U.S. Environmental Protection Agency. As Interim Director, Dr. Rosenbaum administers the Graham Center's academic and public service programs, coordinates the Center's work with governmental and private institutions, and represents the Center at University of Florida and related activities.

Dr. Hedge is a professor in the Department of Political Science where he also serves as the department's undergraduate coordinator. He has published extensively on regulatory politics, intergovernmental relations, and state legislative politics. Professor Hedge is the author or coauthor of State and Local Government in a Changing Society (with Richard Bingham, McGraw Hill, 1991) Governance and the Changing American States (Westview Press, 1998) and Public Policy: An Evolutionary Approach (with James P. Lester and Joseph Stewart, Wadsworth, 2008). He is the past president of the Florida Political Science Association, serves as the secretary/treasurer of the American Political Science Association's Organized Section on Public Policy and sits (or has sat) on the editorial boards of the Policy Studies Journal, State Politics and Policy, and State and Local Government Review. Professor Hedge is responsible for developing and coordinating the academic programs for the Center including the Certificate in Public Leadership and the proposed Bachelor of Arts in Public Policy and Master of Arts in Public Policy and Administration. Students are advised to contact Dr. Hedge if they have questions regarding class requirements.
Dr. Zach Selden

Dr. Zachary Selden received his Ph.D. from the University of California, Los Angeles in 1996. Until December 2006, Zachary Selden was the Director of the Defence and Security Committee of the NATO Parliamentary Assembly based in Brussels, Belgium. From 2000 to 2003 he was the International Affairs Analyst in the National Security Division of the Congressional Budget Office. Prior to that he was the Research Director for Emerging Threats at Business Executives for National Security (BENS). Students are advised to contact Dr. Selden if they have questions regarding internships or upcoming speaking events.
Dr. Michael Bowen

Dr. Bowen serves as Assistant Director of the Graham Center and is also a visiting lecturer in the Department of History. He received his PhD in American History in 2006 from the University of Florida with an emphasis on 20th Century American political, cultural, and intellectual history. Dr. Bowen's dissertation, entitled "Fight for the Right: The Quest for Republican Identity in the Postwar Period," looks at factional disputes in the Republican Party and the rise of popular conservatism from 1944 through 1953. Dr. Bowen is Chair of the Celebration Committee which will coordinate the opening ceremonies for Pugh Hall. Dr. Bowen is also involved in organizing Center programs.
Ms. Kimberly Martin

Kimberly is a graduate student in the Department of Political Science. Before coming to the University of Florida she served as Special Assistant to former Governor Mark R. Warner of Virginia in his Secretary of Education’s office. She has been working with Dr. Hedge on program development at the Graham Center since January 2006. Students should feel free to contact Kim with any general questions or concerns.

The Faculty Advisory Board is appointed by the Dean of the College of Liberal Arts & Sciences in consultation with the Center Director and the Chair of the Political Science Department. The Faculty Advisory Board consists of scholars engaged in the mission of the Center and advises the Director on programs for the Center at the University of Florida.
